2D graphics display artifacts

There is ASUS Radeon R9 290 1000/5040 Mhz. The video card was bought from hands (my mistake), nevertheless, it was tested: no overheating or artifacts were found, the stickers on the board did not darken, so the card did not go to the oven either.
After about 3-4 weeks, having bought the rest of the components, I assembled the computer, the system was Windows 7.
A couple of days later, an acquaintance to whom I assembled this computer complained about rendering artifacts (photos will be below). Allegedly, almost every time the computer was turned on, there was either an overlap when dragging windows, or there was a black screen, and the interface elements were drawn only when the cursor was hovering where they should be.
The system was reinstalled and the artifacts were gone. The performance in games was also tested again - everything is in order. Soon, an acquaintance called again: the problem remained, but it appeared less often. The card ran for 1 hour at peak settings in FurMark, warmed up to 87, but worked fine. Just in case, I updated the driver (I brought in several pieces of different revisions: 13.11, 14. somehow, the last one is 15.17, a total of 5 different versions).
In general, the point is that, in theory, a working card that does not heat up and is not an artifact card starts to go crazy if the computer is left turned off for a long time. Manipulations like reinstalling the video driver or even reinstalling the system fix the problem, but after a while everything is new. What could be the problem?
