Issues with mods from the Steam Community (Insurgency)

I have such a problem: I signed up for several modifications for the appearance of the terrorists, then I downloaded the sounds of shooting from the community. But they disappeared altogether. It was cured only by removing the modification, but this is not an option, because I want normal sounds. What is the problem?
