CPU and memory load

Sometimes, when the computer is turned on, I notice strong brakes on the system as a whole throughout the entire session. During these so-called "brakes" I decided to open the task manager, and I saw that when the system behaves not in a standard way, the processor load is about 50-60% and the memory is about 3 gigabytes, and this load does not decrease, it decreases only if the computer is restarted. What could be the problem?

and when everything is ok, then the processor load is 0 and the memory is 940 mb
in both cases there are no processes loading the system, the system is clean, next to the clock there is only antivirus (eset) and the Internet

manually disable the Windows update service. it was like that too. and just turned off the automatic system update and the svchost.exe process consumed about 2GB of RAM and 15-20% of the processor at each boot. here is the link. look. suddenly helps.
