Sleep, tranquilizers, gas and rifles (Metal Gear Solid 5: The Phantom Pain)

Any types of soporific weapons absolutely stopped working (either they do not work at all, or you have to plant 15 pieces in one carcass). Is this a bug or what? How to fix it?
