GPU 99% (Battlefield: Hardline)

Good-natured.
I put everything on ultra - the game is quite cheerful (fraps does not work, I will not say more precisely :)), and the GPU load is kept at 99%. But ... it's worth setting the windowed mode "borderless" - the graphics quality does not drop, and the GPU load is no more than 50%. Is it my glitch or is it all like that?

it is possible that you do not have a FPS limitation, here the card gives out 99% and a bunch of FPS.
and in windowed mode, it, mb, adjusts to the refresh rate of the screen and cuts the fps, respectively.
