32 fps help (No Man's Sky)

The situation is as follows. The game has a 32 fps ceiling. I searched all the forums, I don't know what to do anymore. I really want to play.

In the game itself, the load of the processor is only 6% (there is nothing to increase the priority)
In other Witcher games: - outrageous settings except ("the number of people" is high, the hair of the office) 1600 by 900. 60 fps in the city can drop to 56.

no man's sky already tried all sorts of settings 25-32 fps, the maximum dropped to 1200 by 720, nothing changed at all, finally I removed the HD textures from the game, the game became like minecraft but the FPS did not increase.
