If anyone has a problem with starting the game, I solved the problem by setting compatibility with windows 7 + installed new drivers from amd (I read that it might be a matter of them or in compatibility, or maybe for both reasons at once). I hope someone will help.
PS I would also advise you to download from the off site dxwebsetup and Microsoft Visual C ++ 2005-2008-2010-2012 [86-64]
Found way to run the game.
1. You must have steam client.
2. In the steam client you must add directory no matter where.
2. In directory steamapps you need add folder "Common"
3. Paste the game to this directory.
4. The name of game directory must be MGS_TPP.
5.If you have problems with saves: in file 3dmgame.ini rename Username to other name.
Now just play !!!
