Tropico 5. How to build new roads without destroying old ones? (Tropico 5)

"No additional roads can be built. The budget is spent patching holes in the asphalt. Destroy existing roads if you want to build new ones."

The 4th part had the same problem, but it was fixed with a patch. 5th already 1.10 - the problem remains. Are there any mods, cracks, cheats, trainers that fix this? The meaning of playing on the big island disappears, half of it is built up and the roads are over.
