FPS issues (Harry Potter and the Deathly Hallows: Part 1)

I decided to play, downloaded, went into the game, nvidia shield shows 30 fps, changed all settings - 30 fps, no lower and no higher ... what to do?
I climbed into the folder with the game, I could not find files like .cfg.
