There is no map yet (I could be wrong), but it is clear that all the specialists are found at large bases in story missions. I just hit everyone with a profession badge with a Fulton.

And in Afghanistan, and in Africa, I come across so far only with a rating of A. Somewhere I saw the assumption that the skills of the fighters that come across depend on the amount of heroism. If so, then the only way out is by completing missions on S.
At the time of my arrival in Africa, I had about 35 thousand heroism and completed about 40 side missions. You should try to knock out S-ku in at least five missions. There is nothing difficult in this, if you perform only the main tasks. Heroism will rise, followed by personnel at outposts and bases.

In addition to heroism, I recommend, if possible, to kidnap everyone and everything. And heroism grows and the staff grows on the base and fighters with higher ranks are automatically squeezed out of units with lower ranks. Therefore, there will be no need to redistribute personnel manually. As the scientific and reconnaissance units are pumped, it will be possible to upgrade binoculars (so that it recognizes soldiers with S ++ ranks and even signs their skills) - and this is the main condition for finding such "masters" on the battlefield.
If the binoculars are not improved, then when examining the soldiers through them, you will not find anyone better than B rank.
Right now, at the moment, I have about 64,000 heroism and I have never met a soldier steeper than A + rank on the battlefield. Yesterday I started developing the last improvement of binoculars, and there it will be seen ...

In short - let's say your combat unit is completely crammed with soldiers of rank A and worse.
There are no seats when new E-rank employees appear - they end up in the waiting room.
But if an employee of rank D, C or better appears, then they get into the squad, and employees of rank E are "pushed out" and go to the waiting room or to other squads (where there is room), since they are less useful than from fighters of rank above.
Therefore, you can not bother with manual redistribution of fighters in the squads, but simply kidnap everyone with a fulton) The more experienced will immediately get into the squad, the less experienced in the waiting room or "where it is not busy."
And considering what "adventures" await in episodes 22-26 (I won't tell you the details - spoilers), it is better not to fire employees with low ranks. Let them sit in the waiting room.
