Is multiplayer still alive? (Dragon Age: Inquisition)

I can not find players on the network (I play on ps4)
I think maybe everyone who already plays with them already has large levels of characters. Is there a selection of players by character level or no difference?

It's not really possible to find people on a PC, I think it's even harder on Ps4. On a pc, you yourself can choose the level of difficulty, from normal to unrealistic.
