Look for the opening marked with yellow lines.
Similar at the emergency entrance to the camp.
You will calmly walk between the containers, there is no "bug".

I have not seen such a bug. All scrap must be collected. But I just can't explain how to get there. You can wait? I'll deal with this camp when I'm in the game.
