The problem with the Russian language in the game (Portal)

I downloaded and bought the game Portal in incentive and there is no Russian language in the game settings in incentive there is Russian language. I tried it in the game settings, but there is only English.
What to do?

I had something like that once. It seems that I just turned on Russian subtitles with the console command cc_lang russian The
menu and voice acting will remain in English, but this game has no Russian voice acting.
