I rolled back to Scandinavia in incentive, i.e. returned the money - reinstalled the game, as well as comrades, nothing changes from the graphics settings, at least set ultra low, everything is the same, I can only add what it is after patch 1.19 (though then I was sitting on win10 and thought that because of it I have such a problem).

If you have a license, then the incentive can be configured to show the FPS in the game - go to the settings, there is a tab In the game, and there will be a setting in which corner to show the FPS indicator. If you have a pirate, download Fraps and look at the FPS. GeForce Experience doesn't help much, as it sets low settings in most cases.

In general, if you play at completely ultra + medium density, then the fps is in the region of 52-48, obviously something broke in the patches, it was much more stable before :(
