dlc did not appear (DC Universe Online)

I bought dlc through Steam, having activated it on the site, I go into the game with no abilities from the add-on. The game store says purchased.

Why Stimaktivirova? On their website, buy and play with add-ons, and what's the point of playing it? The game is certainly good, but in English, which is not very convenient, at least the subs and the interface would be added.
