Bald Mountain Velene (The Witcher 3: Wild Hunt)

Velen / Novigrad fully explored before going on Skeleg. Completed all the storyline / additional tasks, all orders (even the thirtieth levels), found all available school armor (even red quests), investigated all the "questions". As a result, level 22.
Toko Bald Mountain remained in Velen, a question mark under a tree where one cannot get there, and they talk about dragons all the time. Question: How to get there? Or is it under the mountain?
