Pops up cmd.exe (Counter-Strike: Global Offensive)

Cmd.exe pops up for a few seconds, the window says NOT SANDBOXED.
* Crashes both on some user servers and in the Steam browser itself.
* No, I don't have SandBox, so it has nothing to do with it.
* In this case, absolutely any game is minimized (This is if you use the browser from Steam).
