Jumping FPS, load on the video card and percent (Rust)

I have such a situation. fps in the region of 100-120, vidyuha with percent are loaded normally, and then fps starts to fall to 40, and the load on vidyuha and percent is also loaded. This frame rate lasts for 20 seconds, then returns to 100. And so on in a circle. Not sure what the problem is?
