Graphic Mods (The Elder Scrolls 5: Skyrim)

Most likely, what you saw was some kind of enb plus a good portion of Photoshop. Eyes don't get tired, played more than 200 hours with ENB.
As for 4K textures, any tamriel climate, they do not give such an effect without ENB, the world will still remain gray. In the same incentive, every second screenshot from ENB and every first one gets into the top week.
To get a stable 40 fps with a normal ENB and in addition to texture / mods at 2K resolution, you need a 690/780/970 level card. For now, you can forget about 4K with this set)
When people understand that one ENB will not make the picture of high quality, at least 30-40 texture packs have to be installed for it, then it will be possible to achieve a really amazing picture.

I dare to assume that it was Photoreal ENB or something similar, I tried to play with it, stood for a long time at the very first pond and mushrooms, looking at them with a drooping jaw, then accidentally twisted the camera, drew attention to the character and the jaw dropped even lower: at first it even seemed that Dovahkiin quietly picked up vampirism: eerie shadows and bruises, gray complexion .... ENB immediately flew into the basket: let nature become wonderful, but everything else suffered.
