Games for Windows LIVE:
Main menu>All programs>Ira>right-click klatsat on Batman: Arkham City and select Launcher>Settings>and then it should disable these settings DX

Steam:
Run Steam>Go to library>Right-click klatsat on Batman: Arkham City>Select Change options>As in the previous case, turn off the necessary settings DX
