Not syncing with the server, constant crashes. (SimCity (2013))

I played happily ever after, everything was fine until:
1. I bought an additional full version of the game (Complete Edition)
2. I updated the OS from Win7 to Win10.
And rushed. Synchronization with the server does not work, a large project is not completed, no matter how many resources it would swell there. Constantly crashes to the main menu, especially when marking the territory.
I tried to reinstall the game itself + additional software (DirectX and others like it). Nothing helps.

Does anyone know how to beat this?
ZY, I did not try to go back to Win7.
