Very low FPS on a good PC (FUEL)

Good afternoon. I decided to shake the old days and installed from the Fuel disk.
But in the game 25-35 fps! On any graphics settings!
Windows 10 64bit
Intel 4690k
Gtx 960
8 gb RAM

How to fix this?
PS - Other games are running fine

Monitor the load on the system during the game with screen output (MSI Afterburner, etc.), especially the CPU - preferably all cores / threads.
Example:
The game is relatively old. If it has poor multi-threaded optimization ("hollowing" into one core) - it can easily be like that. I saw something similar at 4790k (config in profile). In such cases, a higher processor performance per core "rescues". To exaggerate, a non-threaded game on a 2-core 5 GHz will feel better than on a CPU with more cores, but a lower clock speed (for example, 3 GHz).

looked at the load, and saw a very low percentage of all cores on the CPU!
It helped to set a high priority in the task manager. But you need to do it every time you start.
