To solve this problem, you need to open Fallout4.ini and change the value in the string uExterior Cell Buffer. By default, there will be 36 (for 512 mb). I have 8 Gb, I set the value to 6 Gb - 432.From eternal download saved completely.

I wrote, distribute over 12Gb texture pack. Without it the picture is worse in two times, and will not see.
