Problem with oil production area (Cities: Skylines)

Equipped an area with a specialization in oil. Everything counted, it should work like clockwork. But there is a problem: the warehouses are 90+ percent full, that is, dofiga oil, but for some reason the factories do not receive raw materials. There is a commodity terminal in the region, but almost no oil is exported from it either. Already set the warehouse emptying mode, but it does not help. Is this some kind of bug or did I go wrong somewhere?
