This happens in some games and this problem is more common on api vulkan and dx12! I’ll give an example, I played rainbow six sige on dx11 in full screen mode, it showed 75Hz for me, but on vulkan it showed 60Hz, and if you make a frameless window mode, it showed 75Hz as it should!

In general, nonsense, at 1060 6GB it had stable 40 fps on average, and a day later it turned on and observed the most severe drawdowns of up to 5 fps. As a result, at the minimum it gives + - 32 fps with drawdowns up to 24, while everything is in order with the video. I remember when the first part came out, my old PC also had a similar problem.

R5 2600 16gb rtx 2080s (overclocked) all rtx on, everything else min. 2k resolution, dlss balance - 50 frames stable. There are drawdowns, but they are short, quite a playable game. (play with pleasure)
