How to transfer a character to another account? (Icarus)

I started playing on the account because I couldn’t log into the base due to problems, and when I was able to log in, I realized that the characters on the accounts are different and my character on another account was already swung and constantly re-logging from account to account is not very good, that’s why I I wanted to transfer the character to the base but could not find information about this.
And here is my question "How to transfer a character and can it be done at all?"
