Faction Quests (Dying Light 2: Stay Human)

The question is, who gave the tower and the Quarry End area to the survivors, do you have any side quests from them? Ordinary or more tests? I have this territory of peacekeepers and all the quests are just tests for time and so on, only one was about a rose not bad ..
