Inhibitors during the quest "It's up to you" (Dying Light 2: Stay Human)

During the task "It's up to you" we go down the elevator shaft to the complex and almost immediately it is highlighted there that there are inhibitors nearby, but they are fenced with a fence and there is no way to get there.
Maybe someone knows what to do?
