Problems with mods and map display during construction (Cities: Skylines)

Good afternoon!
There are two problems:
1. Mods are installed and the game sees them in the control room and they are enabled. But they don't exist in the game itself.
2. During the construction of some buildings, the entire map is filled with a uniform color. For example, I'm building a library or a university, and when I "take" the building itself in the editor, the whole map immediately turns green and nothing is visible through this enchanting greenery.


Who did not face? How to treat?
