Windmill not activating (Dying Light 2: Stay Human)

On St. Paul's Island, I can't activate the Kedr windmill. Having climbed to the top, on the shield with which you need to interact, there are no signs and there is no way to do anything with it. in my opinion this is my last windmill, I have not found it again. I clean the card by 100% and I can not activate it.
