Bug with the boss - it does not appear (Sekiro: Shadows Die Twice)

so I decided to play ng 2, but in the game either bug or what, but when I climb the tower to genichiro (besides the already present Imperials) it does not appear, but in the Intro this crap

what to do? Restart and reboot did not help, respectively.

Most likely because it was proncipal plot points. How did the attack on the castle, if genethera not yet been defeated.
In this video the same thing happens.
