Someone just has problems with the speed of the Internet. After all, the one to whom they connect is essentially the host of the game server, in principle, he cannot have problems with the game. But you may either have a low Internet speed, do not have time to synchronize with a friend, or a friend's outgoing Internet bandwidth is low for playing over the network. Cut down all the extra programs that eat the Internet up to the auto-updates of Windows and the browser. My friend and I had the same problem. But it turns out that he was standing on the distribution in the torrent during the game, which devoured the speed.
