This happens with a fresh install of Windows.
You need to install new versions (they are different, even the file name is the same) vcredist_x64.exe vcredist_x86.exe and
DXSETUP.exe

This is a Direct3D file, maybe the antivirus has deleted it, forget d3d9_42.dll in the search, download the file, and throw it in C:WindowsSystem32, and immediately into the antivirus exceptions, just in case
