I turn off the antivirus and start it from a shortcut on the desktop with Steam turned off. It has already worked a few times. After installation, win 10 starts without problems. Most likely some service is interfering.
PS By the way, ̶p ̶i ̶r ̶a ̶t ̶k ̶a ran on the same system without problems, naturally with the incentive turned off.

It didn’t always start for me either, you can try to start it right after the reboot, or you can disable a couple of not-so-necessary processes in the task manager. The main thing is not to overdo it.
