Periodic brakes in GTA V and Far Cry 4

Hello! I have such a problem, I recently upgraded my computer, after replacing the video card, periodic brakes appeared in GTA and Far Cry. Everything goes smoothly and clearly, but once every 30 seconds the frame rate drops by about 5-7 seconds, then returns to normal again. In The Witcher 3 and a number of other games, this is not the case. AMD FX-8300 processor, mother AsRock 960gm-u3s3, 8 gb ram, Msi gtx 960. I have an old power supply, 450 watts, before that I had a gts 250 and this never happened, although it was not possible to check in GTA. There are many similar problems on the network, but apart from the "high performance" setting in the power settings, I did not find anything sensible, as if the problem had no solution at all.
