How to change the difficulty of the game? (Batman: Arkham Knight)

Generally in chapters. menu - game options there is no such option, and if you pause during the game - game options, that is, there is such an option but it is not active.

In the plus game, you can somehow return hints when countering.
Maybe there is an opportunity to prescribe .TRUE in some ini file. or something different.?
Who knows.
