Rocket Adventure (Sid Meier's Civilization 5)

I donâ€™t know, maybe it was intended that way, but when I built some parts of the ship, I had to deliver them to the capital (written when activation was turned on). but the unfortunate details do not want to go to any capital. it simply shows the impossibility of their delivery to its territory. so what to do with these parts?

I haven't played for a long time, but the first thing that came to my mind was: remove all units from the capital, if there is some unit in the capital, then the part of the ship will not fall on the city cell.

Perhaps one of the players won and after that the parts for the rocket become useless, they need to be sold immediately, there is no longer any use for them.
