Problem starting skyrim steam (The Elder Scrolls 5: Skyrim)

bought skyrim legendary edition downloaded, installed, click play, directX 1 is installed, this window hangs, and then a window appears with an error * the application could not be started because its parallel configuration is incorrect * with the pirate everything starts up and works fine.
