Quest \"Uncles\" (The Witcher 3: Wild Hunt)

SpoilerIf, after the main story quest "NILFGAARD'S CONNECT", I first went through the main story quests HUNT FOR A WITCH, FOR THE TOUCH and all additional tasks from Keira Metz - "MAGIC LAMP", "INVITATION FROM KEira METZ", "MOUSE TOWER", "FRIENDLY SERVICE" and "FOR THE BENEFIT OF SCIENCE".
Soothsayer, at the house of Keira Metz immediately after completing the quest "Mouse Island" did not appear. Therefore, the quest "Uncles" could not be taken.
Will it be possible to take the "Uncles" quest from the Enchantment when completing the "BLOODY BARON" story quests and beyond?

I think if it is not in the list of failed quests, then I think it is possible.

Yes, the fortune-teller will come by himself during the quest chain with the baron in Vronnitsy and will give the Uncle's quest
