Ask what you want? Personal opinion of everyone here, You duck and get different answers.
All depends on the graphics card. For me 570 / 1060 weak, I sit with 1080, I think for FullHD 60 frames - 1070 / 1080 standards for the ultra (more confident). 570 video card - medium / high (it would be more accurate, then in FPS or lower, Odyssey / origin 570 ultra pull with FPS of 30 frames. Far cry 4 on ultra with 40 frames. ARK 30-40 frames. GTA5 on high goes in 40 frames).

In principle, places on ultra you can count.

Yes, if funds allow. A used market sell for 14-17 gtx 1070, 25 it is possible and gtx 1080 to take. RTX 2060 - 21 000. Still have GTX 1660Ti for 17-18 thousand.I think so, sure if ultra need.
1070 already outdated. So 2060 / 1660Ti view, if you pull, or b/1070 / 1080 / 1080Ti stand. Don't know what else VEGA 56 / 64 can offer. VEGA 64 from AMD as 1080 goes.

Good RAM to any computer.

But if the budget presses, and the 3000 from Aegis 16GB for 5600 the same rules will be. Better graphics card to add.
here is this build better ?

Better. But you write about high-ultra. Then maybe you should not take in a new computer is obviously outdated graphics of the previous generation without the support of RTX. Yes, of course you can always say, and what for it is necessary, but you do about high-ultra said. If I took comp, they'd take the map 2070, well at least 2060. I don't know whether 1660Ti technology RTX. If it does, there is a sense in acquisition.
