Skellig armor DLC no seller (The Witcher 3: Wild Hunt)

I apologize if this question has already been discussed, I looked in the topics - I donâ€™t see the answer, in Google too.
There is no armor seller on Kaer Trolda, apparently after the King's Gambit, the question is: how then to buy armor with DLC? (maybe I do not understand or do not know)

Apparently I reported, it really stands still. Probably this is due to the fact that I constantly came to him in the evening, but he was no longer there.
Armor only level 16? I read on the internet that it somehow autoscales up to level 41, how is that?
