The exclamation mark is not relevant to the plot job. Interrogation, hacking give additional information about the medals, points, missions resistance if they are all opened in this area, the investigations have been carried out.

why have you not shown what you need to do in the mission?
when you choose the yellow arrow(it's story quests) top left is written what to do.
the exclamation mark is just information with supplies, weapons, enhancements or skill points.
they are no strangers to people you need to interrogate. to the main mission, they do not have.
