Coolers are the main problem of the 21st century

I can’t understand why, with such advanced technologies, an absolutely silent cooler has not yet appeared in the world? I do not take into account water cooling, because it is expensive even for top-end computers. The fact is that no matter what cooler I buy, in a week, in a month, or even in a day, it will start to make noise. At what so that the head starts to hurt or be ill;be sick. In general, this doesn’t bother me much, I’m wearing headphones with music, but for everyone who is in the apartment, and especially at night, it really bothers me. And if I just take off the headphones, the head itself will hurt. So, I don't know any special coolers for sale? Or until now they could not make other cooling technologies from other materials or at all?
