Multiplayer bug (Sid Meier's Civilization 5)

A friend says that you need to enter some console commands, but I don’t know what. The point is this:
We will play with friends, develop, and survive. The next day, when I start this save with friends, only 1 of us 3 can walk, build, etc. Help, please!
