Bug with Mirak! (The Elder Scrolls 5: Skyrim)

When reading the "Black Book" sends Daedra to the realm, as it should be. After a dialogue with Mirak, he orders me to be sent back, but here, instead of sending, Mirak does not sit on the dragon, but stupidly twitches near him. How to decide?
