Lags please help. (Fallout: New Vegas)

The game is running normally at about 90 fps, the problem is in the twitching picture (there is no fps sagging). Tell me how this can be fixed.

If the lags are not frequent, then this is normal, the game engine and loading locations.

Maybe a little more "nervous" if the game is not on the system disk, not a fact of course, but some have encountered such a problem.
