Hunt for Junior, this is the main quest. Gangs of Novigrad is optional. There is a choice, either to look for the Younger himself, or with Cleaver. After finishing the Gangs of Novigrad quest, you will continue the quest Hunt for Junior. Because you won't find the younger one with a cleaver. It will certainly help, but you will find it with the help of another person. So feel free to go through the Novigrad gang quest first.

You can simply get around these casinos, arenas and the house in a different way, without noise. In general, it’s stupid why they provided a choice and limited it.

For there is a choice, either noisy with Tesak, or quiet alone, but it doesn’t seem to be quiet this way and that, everywhere there is noise and blood. But you go with a cleaver to a casino and you don't play with its visitors. And there is an additional task to play with them. Basically a labyrinth. Hope for a quick fix.
UPD I think I found a solution. You go to the casino alone, but to the Arena with Cleaver's people. Cleaver pays you half the price, from what was promised, but there are no problems with money in the game. As a result, you perform both tasks perfectly.
I just took the quest from the cleaver and started hunting for the younger one .. nailed him and then just handed over the quest to the cleaver ...
