Incorrect work of steam

There were problems in the work of Steam: it does not create shortcuts on the desktop at all, does not install the Steam service, and it seems that it does not install updates for the Steam client itself, and does not yet switch from full screen to a smaller window. Before that, I also had this problem, but reinstalling Steam helped to solve it, and now it has returned. Can you tell me what to do, please, otherwise I don’t want to reinstall steam every time
