Permanent units.. Bug?? (Red Dead Redemption 2)

Created a permanent unit 200 bachey, but nobody can send an invitation to the party. A temporary squad invite calm, and in a permanent unit, the invite button is not active. Please tell me, how am I supposed to win? (PC version)
