Mods and SKSE issue in Anniversary Edition on PC (The Elder Scrolls 5: Skyrim)

SKSE build 2.1.5 downloaded from the official site

I launch it through SKSELauncher as it should
And every time in the settings-> the system does not appear Mods configuration, but in the settings panel itself it writes the SKSE version + when you enter the GetSKSEVersion command in the console, it also writes the SKSE version, which says that it is installed
When you try to install SkyUI, again in different ways,-- >:
-via NMM(writes an error when you click on Instal and activate)
-via Vortex
-just throw it into the root folder of the game
--> the game does not start - the console appears and immediately disappears, but the game itself does not start. After deleting all SkyUI files, the game starts and runs normally.
This is my fourth playthrough and I really, really want to play with mods.
